The surge is probably the upper intake plenum gasket, try spraying some carb cleaner around the gasket area while running to see if it idles up. The gas tank will develop pressure, might check the venting tube and the gas cap.

Wow that isn't that bad, someone probably fixed it.

A little past history on the web sure helps, there has been quite a few getting switched back to stock and being sold and original.

I have a cat back section, the tail pipes were cut off, came off a 60k mile car. I'd sell and can ship them in a box to you.

I looked but couldn't find it, but was just searching by the build number.

You bought the car when they were down a few years ago, so that may help you out if you decide to sell. I'd say if you decide to sell I would ask around the 22K mark and work from there. I would start with the lock cylinder, double check the wiring in the steering column. If that doesn't resolve the issue I would look toward a ignition control module.
