Will the plate move all the way , straight up? If it doesn't I'd just leave it off.

my idea is to never use it. just for the purpose that NH requires a plate. thats all. i love how it all came out. couldnt be happier. thanks goode34 for your help! (mines not welded, its held on with countersunk holes w/Stainless bolts in a custom made block)

Looks good DB, glad it all worked out for you! Yeah I NEVER use mine, have it just in case I get pulled over :D

Home Depot has the same plug in their specialty drawers for about $0.35 for two

Your car is only 21 years old. You should call the doctor anyway, if you are already experiencing this problem.
